Why does traceroute not see routers between IPSec endpoints?

The ICMP packets themselves are encrypted when traveling along the encrypted connections and hence are not seen as ICMP packets to the rest of the intervening network. When these packets are not encrypted they will act and be responded to as normal ICMP packets.
