While you can configure multiple users for one site, that site can only have one user accessing it at any time. If you wish to enable multiple access at the same time - for instance allow 2 users to call a Pocket MultiCom via each B Channel then each user will need their own site. For more information on site creation please refer to the Reference Manual section on Sites.
